new interface to control emulator_period/emulator_quota

This patch adds two macros: VIR_DOMAIN_SCHEDULER_EMULATOR_PERIOD,
VIR_DOMAIN_SCHEDULER_EMULATOR_QUOTA for controlling cpu bandwidth
for emulator activities not tied to vcpus
