dev-libs/libpwquality: bump to 1.4.1; add py3.7, remove 2.7
Only app-admin/calamares seems to be depending on libpwquality python flags (but wrongly, without depending on USE=python too at this time), and it is py3-only. Therefore we can drop the py2 support here, in preparation of py2 sunset. Package-Manager: Portage-2.3.69, Repoman-2.3.12 Signed-off-by: Mart Raudsepp <leio@gentoo.org>
