The mkfontscale program and encodings paths are used in the native
root during src_install, so they need to be in BDEPEND.
Also stop documenting DOCS as an eclass variable since it is a part
of EAPI 6 and only used in eutils.eclass for EAPI 5 support.

Revert multiple meaningless eclass documentation changes, notably adding
a lot of placeholders and documenting implementation details. These
changes were aimed at silencing (valid) documentation warnings without
actually providing valuable documentation to the end users. While some
of these changes were beneficial, it would take a lot of effort to
review them all and the author is unwilling to fix his mistakes.

Accessing ${S} in global scope is not allowed by PMS, therefore remove
the global variable assignment of FONT_S which uses it. Add a fallback
to ${S} in font_src_install() instead.
Allow FONT_S to be an array, if there are multiple directories.
Support for whitespace-separated lists will be kept for some time,
and a QA warning will be shown.
Die if pushd or popd fails.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
