wasn't guaranteed to work correctly.

COMP should be a fixed string like clang/gcc to set tools for PGO.
Possible values are described in https://disservin.github.io/stockfish-docs/stockfish-wiki/Compiling-from-source.html#compilers
Note that even though COMP points to C compiler, stockfish calls only C++ compile provided in COMPILER parameter.

There were some significant QA issues in both ebuilds
that made it worth a revbump.
- Live ebuild used stale crates; now uses `cargo_live_src_unpack`
- packaged 0.9.1 did `rm` and `mv` instead of setting ${S}
- missing `rust_pkg_setup`
- made ebuilds consistent.

Tidyups:
- $(cargo_crate_uris)
- Rust BDEPENDS come from the eclass except in very rare
circumstances (RUST_OPTIONAL=1)
- RUST_M{AX,IN}_VER where required.
- Suboptimal crate separator (`-` -> `@`)

After a message to gentoo-dev ML, and no reply from any user on x86,
we decided to dekeyword most Java packages from x86, and reverse
dependencies of them.
