Switch to meson build; it'll be the default next version anyway
and it's better than autotools (controversial opinion, I know).

Thanks to tkzv (vopros4@inbox.ru) for the excellent ebuild attached to
https://bugs.gentoo.org/890497.
Some improvements applied here:
- EAPI=8
- HTTPS for HOMEPAGE
- avoid redirect of SRC_URI
- adds findbugs-annotations to CP_DEPEND
- switches to source 11
- java-pkg_clean instead of "rm -v jars/* || die"
- adds JAVA_PKG_IUSE="doc source test"
- switches to java-pkg-simple.eclass for easier handling of tests and
javadoc
- adds DOCS array
- enables tests

Upstream defaults to -flto, but we yank it to let users set as wanted.
Simplest seem to be to just let the libraries get used.

- re-enable tests, seem to work in this version
- add IUSE=gles2-only and tighten sdl2+GL deps
- revert to bundled dev-cpp/catch (it's newer/suitable at 2.13.9,
and using system's without pinning would require migration to v3
which further needs -std=c++14 -- left note to unbundle later)

conftest.py changed and requires dropping the default/python bit
even though pytest reports the full path in test output

Upon closer look this seem to work fine now? Crashed at start when
last tried it and hadn't took the time to investigate further
(perhaps was an issue with python 3.11 betas).
Other distros are already using this with 3.11 and upstream tests
it with it too (albeit only cmake tests, they only run pytest bits
with 3.7 and 3.10 currently).
