GPL3 -> GPL2 to match what the src files say.

It is actually only used at build time, by this... thing:

Apparently it is of the utmost importance that when you get the version
info from your git checkout of the project, you do so with blazing-fast
fearless concurrency, and if that means spending several minutes
compiling a git implementation instead of running /usr/bin/git, then no
price is too large.
Fearless concurrency for the win! Onward!

Avoid randomly circumventing cargo_src_compile just to run additional
things *after*. We want to consistently use the eclass handling,
including in this case filter-lto.

virtual/linuxtv-dvb-headers has been important in the past when
linux-headers was not yet up-to-date.
Now it just pulls in sys-kernel/linux-headers.
Even that could be dropped as it is part of @system.
But this might not be valid everywhere.

When CPU_FLAGS_X86 was set to the default for amd64 and CFLAGS was higher
with e.g. -march=native including AVX, we could get crashes because we disable
intrinsics which would otherwise adjust the alignment ffmpeg requests.
Backport an upstream patch for more sensible behaviour.
Note that the upstream patch doesn't apply to 4.4.x but I haven't tried
to backport it manually. Someone is welcome to, but 4.4.x should really be
on its way out by now.
