Enabling it on media-video/ffmpeg alone will not prevent users from
accidentally upgrading to a version that lacks the additional patches,
so the flag has also been added to kodi and mpv, where these patches are
most beneficial. ffmpeg[libdrm] has also been enabled to satisfy
REQUIRED_USE by default.

Mostly due to the openrc service's "need dbus" which is an annoyance
when dbus is missing (preventing from being a runtime-only optfeature),
but even with systemd this now also allows to properly check for
multilib on dbus (used by 32bit glcore/eglcore libraries to communicate
with powerd).
*Technically* needs a revbump given --changed-use does not know it
needs to rebuild here, but given this only cause problems for rare
users without dbus (e.g. headless cuda servers with USE=-tools) and
will propagate with kernel updates+rebuilds let's not bother every
users over this.
Hopefully users of powerd (incl. for systemd which may have more
existing ones) will notice the new USE and enable it.
Also re-arrange arm64 handling, it makes more sense to mask the USE
on arm64 than keep it as a no-op by checking if use !amd64.
Exception to this is 0/550 branch which started to include a arm64
nvidia-powerd build (albeit do not think hardware that need this even
exists yet). Hope did not break installation there given did not test
on arm64, please report if so.

In bug 631970, mupdf dropped its sparc keyword for nonsense reasons. Due
to an ebuild bug, it was wrong everywhere and actually failed to build
on sparc. Despite diagnosis in the original report, it was left unfixed
for years after dropping ~sparc:
> Can someone with access to a sparc machine submit a patch? [...] if
> this bug report is correct, mupdf on sparc has now been broken for quite
> a while. I'd tend to unkeyword it.
Fast forward to 2021, and commit 41543c0badfcd7ba9ee39386a3f4a8c8675135c0
which ninja-fixed this inside another commit. Now mupdf builds sanely.
Fast forward again to 2023, and bug 761550, where it was keyworded for
~sparc.
This odd mask is outdated and incorrect in a few different ways! The
status today is much more simple: the feature is expected to work on
~sparc, but no one has requested stabilizing mupdf for sparc. Hence,
cups *can* be built with USE=pdf, as long as you don't mind running
unstable keywords.
Move the mask from use, to use.stable, and correct the false
information.

Followup to commit ccc97ae9448678fa5971a4a41f89e8778550ceed. Still
trying to stabilize new group of cups packages after shuffling and
splitting up components. Originally nattka complained about hppa, now
after fixing that, it is complaining about sparc too.
The problem is the same problem -- unstable mupdf -- but this time tied
to a different bug.

Previously, USE=pdf depended on mupdf, which is unstable for hppa and
blocked cups stabilization. This is still the case, except now the cups
packages have been reworked so there are additional packages exposing
the same USE=pdf, and which also need to be masked.
Add a couple extra masks to this group.
