This reverts commit 70f80b10d72462b50cc1ba3ea66d7158fbacf672.
I hit this today when updating an old chroot. It's pretty cheap to keep
an old blocker and can be the difference between an emerge process
falling over (possibly at a fragile step) or completing successfully -
I had no other issues.

Upstream dropped this between 1.24.10 and 1.24.11 releases, because it works
with neon-0.34 and neon has stopped handling ABI breaks badly (thus not a new
max limit).

1.24.11 unconditionally used new audio channel layouts added in ffmpeg-4.4;
1.24.12 will build time check first. As we don't have older in tree anymore,
just dep on it instead of worrying dep ordering of very outdated system
upgrades (or backporting the fix).
