Add a global USE=egl flag. It is used semi-consistently in 13 packages,
though some use it as "EGL only" flag (there is also one using
USE=egl-only).

Add a global USE=gles2 flag, to enable GLES 2 support (as a companion
to USE=gles2-only). It seems to be used consistently in 16 packages,
though for some it also enables GLES 3).
Technically there are also `gles1` and `gles3` flags in the wild
but they are used by a few packages.

Add a global USE=lto flag. The flag is used semi-consistently in 31
packages, with a few adding extra information. That said, probably
many of these uses are invalid, as they are equivalent to adding
`-flto` to CFLAGS.

While loong doesn't currently have officially supported configs, these
versions can be built with manually provisioned savedconfig.
Technically all versions >= 6.1 should be buildable, but as the 6.1.x
versions lack support for important ISA extensions, and earlier versions
of 6.6.x apparently having issues regarding to e.g. ext4, only 6.6.7 is
touched in this PR to enable loong builds from this point onwards.

The several partially-supported arches (those relying on
USE=savedconfig) directly return in src_prepare(), hence previously the
CONFIG_EFI_ZBOOT probing didn't have a chance to run when building for
those arches, leading to wrong kernel artifact path and failed
src_install().
Move the probing to near the end of eclass src_configure(), so the flag
correctly reflects the reality in all circumstances.

can unconditionally specify loongarch64 for QEMU.
