This version bump was mostly straightforward, but the ebuild was
ported to EAPI=6 and its dependencies were cleaned up as well. A
simpler pattern was used to replace the existing "sed" invocation.
The LICENSE was also updated per the homepage.

This version bump adds support for php-7.x. The package also has a
passing test suite that has been added to the ebuild.

Replace all uses of herd with appropriate project maintainers, or no
maintainers in case of herds requested to be disbanded.

Force unified quoting in all metadata.xml files since lxml does not
preserve original use of single and double quotes. Ensuring unified
quoting before the process allows distinguishing the GLEP 67-related
metadata.xml changes from unrelated quoting changes.

With olemarkus's permission, this should belong to the PHP project (of
which he is the lead). Update metadata.xml to reflect that fact.

The older revisions of this package have incorrect DOCS. This is
another step towards fixing bug 512184.

Upstream development has moved to github (away from
svn.php.net),
Also bumped EAPI to v5 to appease repoman.

Update the DOCS array to contain accurate filenames. Due to a bug in
php-ext-source-r2.eclass, it currently is not an error when DOCS
contains bad values. Before that can change, we need to fix the
existing ebuilds.
As part of the revbump, a few other cosmetic issues were fixed.

The main reason for a revision bump is to update the DOCS string
(which pointed to a missing file). This is a prerequisite for fixing
the buggy eclass that allows junk in DOCS.
In the process, some other cleanup was done:
* Change from EAPI=4 to EAPI=5.
* Add ChangeLog and README.markdown as DOCS.
* Reorder the USE_PHP flags.
* Drop the base.eclass inherit (this was used to apply patches).
* Drop the custom src_prepare (used to call base.eclass to apply patches).
* Add an "any slot" dependency on dev-lang/php.
* Shorten the description a little to fit in 80 chars.
