waf relies on Python set order, so let's make it consistent to avoid
brittle builds.
Added into existing phase functions instead of pkg_setup to retain
compatibility with existing ebuilds.

MAKEOPTS was only respected for src_compile, leading to out-of-memory
issues for some users. Force number of concurrent jobs to 1 in src_configure
and src_install phases as it doesn't provide much of a benefit anyway.

Trivial bump. Tested with a modified media-video/mpv ebuild (which package
requires this change before it can be migrated to Lua eclasses), seems
to work fine.

Based on the code for econf in Portage's phase-helpers.sh.

We can just assign these to an array and echo before executing. Using
@Q makes Bash quote the output. This only works in Bash 4.4 and later
but on earlier versions, it simply doesn't quote.

This commit represents a new era for Gentoo:
Storing the gentoo-x86 tree in Git, as converted from CVS.
This commit is the start of the NEW history.
Any historical data is intended to be grafted onto this point.
Creation process:
1. Take final CVS checkout snapshot
2. Remove ALL ChangeLog* files
3. Transform all Manifests to thin
4. Remove empty Manifests
5. Convert all stale $Header$/$Id$ CVS keywords to non-expanded Git $Id$
5.1. Do not touch files with -kb/-ko keyword flags.
