Added ebuild for 3.13.0. Dropped 4 unneeded patches. Bumped EAPI version.
Turning off Avahi support is not recommended by upstream devs, so zeroconf USE flag now on by default.
Removed a blocker for a package that doesn't exist. Removed unused readme.gentoo-r1.eclass
Fixed clang compilation problem with not finding libstdc++
Fixed name of sc-el directory for emacs readme

Also force launch with x11 if using spotify-tray. It works in
an X11 session or via xwayland. But launching in native wayland
completely breaks it. Upstream indicates this will not be fixed.

This avoids launching in a loop, i.e. launching spotify-tray
from command line by default launches /usr/bin/spotify but
we customized this script to launch spotify-tray if available.
Avoid the problem by moving the executable out of PATH so
it is not used by accident and causing confusion.

Albeit chances are will remove USE=python altogether, don't really
expect upstream to fix this (no real development anymore) unless
someone sends a PR which do get merged.
