We don't, in general, run Valgrind for test suites in Gentoo because it's
not portable enough and gives inconsistent results, especially under sandbox.
Plus it's confusing given USE=valgrind is effectively a global USE flag (even
if it isn't in use.desc yet) for meaning "enable annotations to enable better
debugging under Valgrind", rather than "run tests under it".

Replace IUSE=X by a more generic IUSE=thumbnails and allow
either ueberzugpp or ueberzug. X is not quite right given
pp supports other outputs like kitty (ytfzf -t -T kitty).

Debian patches this into their config already and we found ourselves wanting
it when looking at handling the github.com SSH key change/rotation.
/etc/ssh/ssh_config.d and /etc/ssh/sshd_config.d both become directories
where users can add their own configuration files, but we also install the Gentoo
snippets formerly in ssh_config and sshd_config in there instead.
