For non-x86 platforms, building from source can be done using a
cross-compiler provided by crossdev.
Also adjusts arch package.use.{force,mask} as appropriate.
Tested on a Talos II / POWER9 running ppc64

Updated patchset adds back the problematic set of patches from
3.30.2-r2, but with more patches on top that should fix up the
regressions. Pipewire is just hooked up to the relevant
configure option via USE=screencast

This is needed to overrule the ruby25 target in the base make.defaults.
Otherwise this ruby target will be set for all stable profiles without
ruby itself being stable.

This is needed for ruby 2.5 stable bug 688976 and allows each arch to
mark ruby 2.5 stable independently.
Add a use.stable.mask for ruby_targets_ruby25 and sets RUBY_TARGETS to
ruby24 only.

Initially the igt-gpu-tools meson build system had no optional
dependencies so all USE flags were forced on.
This commit restores the ability to disable optional dependencies and
restructures the USE flags from dependency-based (alsa, gsl, xrandr) to
feature-based (sound, overlay).

Initially sys-block/megactl supports only x86. Gentoo's patches
add amd64 support via ifdef __x86_64__. That is not compatible
to other 64-bit arches. Endianness story is not clear either.
Let's mask it outside x86 & amd64.
