After some discussion the strictest rule was selected, i.e., ChangeLogs need
to be updated for all changes. The devmanual was already updated by 
\dev{betelgeuse} with the new wording during the meeting:

used to create ChangeLog entries; the format of a ChangeLog is now defined as 
"whatever echangelog creates".''
