Added local USE-flag to enable character set autodetection. This is only required for non-compliant ID3 tags as the specification is crystal clear on this: ISO8859-1 or UTF-8. Also closes upstream bug #543, the magic bytes for 15 instrument modules at offset 1080 triggered spuriously, and caused a decoder segfault.
