dev-db/postgis: Fix dependency, live ebuild update
Removed the dependency on PostgreSQL 9.1 Live ebuild updated to use the postgres-multi eclass, removed dependency on EOL’d PostgreSQL, add 10. Package-Manager: Portage-2.3.6, Repoman-2.3.1
