dev-libs/nss: build in parallel
Neither Fedora nor openSUSE seem to force -j1 and it built fine for me
w/ -j32. Let's try dropping it as it gives a substantial speedup.
(Also, seemingly(?), conditionalising the test build seems to speed
things up too.)
