Matches the (new) recommendation from the gentoo python guide and
does not needlessly cause issues with the new experimental
QA check from python-utils-r1.
Considered just fixing how the test looks for adblock.pyi but
I do not believe this test makes much sense downstream, so
may as well just skip it.
Ideal would be for adblock upstream to update to use the (new)
directory layout that maturin recommends.
Also bit of style reverting while here, changed my mind on that.

Add a check for installed packages being occluded by the working
directory when calling epytest and eunittest. This is primarily meant
to detect C extensions being missed.

Hoping to be able to remove this from 535 branch at least, but
I have no way to really confirm so leaving it there for now.
Last time I removed this warning I just got someone on IRC with
issues who wondered why the ebuild didn't warn about this but
that was with an older version.
This aside, do disable warning with USE=kernel-open, pretty sure
that should always be fine.
Having a bug open to track this should be useful anyhow.

OpenSSL 3 is Apache-2.0 licenced which should resolve the conflict. OpenSSL 1.1.x
is EOL in a month so I'm not worrying about it here (nobody should be running it
and I'll be masking it shortly).
