Approve GLEP 68 change: add <stabilize-allarches/> to metadata.xml

Allow marking ebuilds as arch-independent for stabilization purposes.
Trivial portable scripts is the main intended use case.

Approve GLEP 74 change: removing one filesystem restriction

Overlayfs use multiple filesystems to construct ebuild tree.
The proposal is to allow such use case.

Update on EAPI=7 from mgorny:
- Planned/abandoned features: https://wiki.gentoo.org/wiki/Future_EAPI/EAPI_7_tentative_features
- EAPI 7 support is progressing nicely (woohoo!)
- ulm has noted he'd like to withdraw 'sandbox path removal functions'
probably in favour of single 'esandbox' command in EAPI 8 instead of
separate functions
- IUSE_RUNTIME and ||= will probably not be implemented
- and i'd really appreciate if someone took a look at dostrip
